The Charter of the Metroplex Arc User Group
This organization shall be known as the Metroplex Arc User Group (MAUG).
Section I: Objectives/Purpose
- The purpose of this group is to bring together users at any level in public, private and educational sectors who
are interested in geotechnologies. This group will facilitate open dialogue, public awareness, data sharing,
professional growth and representation to assist its membership in their every day jobs.
Section II: Membership
- Membership is open to any person. Active membership status shall be maintained through a paid
membership to the South Central Arc User Group (SCAUG).
- All active members have the right to vote and hold office.
Section III: Governing Body
Part 1: Board of Officers
- The Board of Officers shall consist of seven elected members that have been nominated to be candidates for election.
This committee shall consist of the following officers: President, Vice President, Secretary, Treasurer,
Past President, Outreach Coordinator, and Publications Coordinator.
- Elections for all offices (except Treasurer)
shall be held bi-annually during the last regularly scheduled meeting prior to the annual MAUG conference. In
the event an elected member of the Board of Officers resigns before the end of the elected term, the remaining Board members
shall appoint a new member to serve on the Board. This newly appointed officer will serve the remainder
of the term. The Treasurer’s position shall be internally voted upon by the Board of Officers once
every four years.
- Elected officers may be removed from office by a vote of at least 85%
of the regular members present at a specially called or quarterly meeting.
- Modification of rules and regulations
shall be proposed by the Board of Officers at a regularly scheduled meeting and approved by a simple majority vote of the
members of MAUG in attendance or on-line. Modifications to this charter shall be attached to this document
as amendments.
Part 2: Responsibilities of the Board of Officers
The Board of Officers’ general responsibilities shall be to coordinate and manage the functions and activities
of MAUG.
- The responsibilities
of the President shall be to coordinate and manage the functions and activities of the Board of Officers. The
responsibility of the President shall also be to plan, organize and carry out all actions necessary for quarterly or special
meetings enlisting the support of any Board of Officers Member necessary. The President shall chair
all MAUG meetings.
- The responsibilities of the Vice President shall be to assist the President and to assume the duties of the President
if the President is unable to perform said duties. The responsibilities of the Vice President shall
also be to actively seek out new potential members and solicit membership. The Vice President shall also
assist the Publications Coordinator.
- The responsibilities of the Secretary shall be to keep
a record of all meetings. The Secretary shall submit the minutes of the previous meetings for approval
at each regularly scheduled MAUG meeting. The Secretary shall also assist the Treasurer.
- The responsibilities
of the Treasurer shall be to collect all moneys due to MAUG and to pay all MAUG’s bills and fees. The
Treasurer shall also be responsible for all bank accounts, accounts receivable, accounts payable and other accounting information.
A formal report of this information shall be submitted for approval at each MAUG Board of Officers meeting.
The Treasurer will also serve as the Conference Coordinator and will keep a roll of all members including contact information
and meeting attendance.
- The responsibilities of the Past-President shall be to assist the Board of Officers and maintain the MAUG charter
and bylaws as necessary.
- The responsibilities of the Outreach Coordinator shall be to prepare,
organize and disseminate official MAUG communications with area schools (K-12) in order to facilitate cooperative programs
between local schools and MAUG members.
- The responsibilities of the Publications Coordinator shall be to prepare, organize
and disseminate official MAUG communications including meeting announcements, special programs, e-mail distributions, internet
and World Wide Web communications.
Part 3: Subcommittees
- The Board of Officers shall appoint any
subcommittee/special project deemed necessary to assist in the objectives of the MAUG and shall dissolve it when those needs
have been met.
- The Board of Officers shall appoint subcommittee/special project chairpersons and members.
Section IV: Meetings
- There shall be regular meetings during the year with locations to be arranged. All members shall
be notified.
- Special meetings may be called by a majority vote of the Board of Officers.
Section V: Financial Obligations/Information Dissemination
- MAUG funds may only be spent on events or projects
solely for the benefit of active SCAUG members.
- Funds may only be spent for special projects involving K-12 schools,
the national GIS Day event, and possible scholarship activities.
- All financial information and minutes from meetings
are available to all members upon request.
- All Board of Officer meetings are open to all MAUG members, though the Board may
call special workshops that only Board Members may attend, however any votes by the Board of Officers must be held in an open
forum.
